Demographic Details

Cherpulassery is located at10° 52′ 45.48″ N, 76° 18′ 53.1″ E. It has an average elevation of 66 meters (217 feet) North region of Cherpulassery municipality is Thoothapuzha (Aliparamb Panchayath, Malappuram Dst). South region includes Chalavara and Thrikkadiri GramaPanchayaths. The west region includes Nellaya GramaPanchayath and the east part is Vellinezhi GramaPanchayath. Mannarkkad is a region comprising of hills, agricultural lands, valleys, plain lands, and small streams. Most of the people in the region are farmers and some are into trading business.The Municipality has a total area of 32.68 Sq Km which is divided into 36 wards.

 

2.3 Demographics

As of 2011 India census, Cherpulassery had a population of 41267. Cherpulassery is the one of the populated region in Palakkad district. Males constitute 48% of the population and females 52 %. Cherpulassery has an average literacy rate of 94.91%.

Housing Profile

As per Census 2011, 11.8 % and 1.5 % of the total households of ULB were staying either in rented houses or in any other setup. If both these percentages are clubbed together then 13.3 % of the families were categorized as “Homeless”.

In 2016, the ULB had conducted an extensive Demand Survey under PMAY scheme to generate information on a large number of social and economic indicators relating to landless-homeless households in the ULB.

On the basis of Demand Survey 2016, the ULB had identified 689 landless/homeless families based on the selection criteria set by PMAY. Out of 1551 identified families, 215 families are “Landless”, and were brought under Affordable Housing in Partnership (AHP) programme; 474 families are “Homeless” and were brought under Beneficiary Led Individual House Construction-New Construction (BLC-NC) & Credit Linked Subsidy Scheme (CLSS). Among these, 474 families opted beneficiary Led Construction of new houses and 79 families opted Credit Linked Subsidy Scheme.

 

    1. Strategy for Addressing Housing Issue

As per PMAY guidelines, houses can be constructed through adopting four different verticals / strategies which gives options to the beneficiaries, ULBs and State Governments. These four verticals are 1) “In Situ-Slum Redevelopment”; 2) Affordable Housing through Credit Linked Subsidy; 3) Affordable Housing in Partnership and 4) Subsidy for beneficiary-led individual house construction or enhancement”. Since Shornur Municipality have no PMAY slums but only slum like situations in which the dwellers have own land and will be covered under 4th vertical. DPR1,2,3 got sanctioned under “Subsidy for beneficiary-led individual house construction or enhancement” and implementation in progress. The landless will be addressed through AHP , CLSS component of PMAY and LIFE mission by Govt of Kerala.

4.9 Management of fund

Since, this project involves huge flow of fund from the SLNA to ULB and ULB to the beneficiaries, as per the instruction of SLNA, Cherpulassery Municipality has opened a separate and exclusive account for PMAY with ICICI, Cherpulassery branch. The account is in the name of the Secretary. There is a separate register for recording all transaction (inflow and out flow) of fund and an exclusive clerk is assigned to do the all clerical works of PMAY project. The disbursement of financial assistance to the beneficiary shall only be through bank account. Any kind of diversion, mismanagement, misappropriation of fund etc. noticed in future, the primary liability shall be on the Secretary. If the council at the Municipal Corporation appoint the Additional Secretary as the CPO (PMAY) then Additional Secretary shall be the fund manager, which includes opening of account, disbursement of financial assistance to the beneficiary etc.
