kattappana is a town and a municipality situated in Idukki district in Kerala covering an area of 52.77 square kilometers.It is the financial capital of Idukki district and is located in south-central Kerala with a population of 42646 according to the 2011 census.During the year 2015 Kattappana Gramapanchayath converted to Kattappana Municipality.Kattappana municipality have 34 divisions and  population of 56000 by 2017.

Surveys have been undertaken under various schemes of the municipality to find the landless and houseless population. For Eg. EMS survey , Survey details other than census (including EMS housing).Efforts have been made to address the issue through various programmes like, EMS housing, Janakeeyasootranam project etc ,but still there is demand for housing in the municipal area.

The EMS Housing Scheme envisioned with the objective that there should be no
homeless family in the state. EMS total Housing scheme launched by Government of Kerala aims at providing house sites to all landless families and houses to all houseless families coming under the BPL category

Details of landless/ homeless in ULB

As per the EMS survey held with respect to houseless/landless about 326 urban poor were identified .As per the PMAY survey about 567 houseless and landless were identified. The key Issues existing in housing are


· House maintenance fund given through plan fund of the ULB was only Rs
25000, it is was not sufficient for maintenance of the kucha dilapidated
houses in these slums

· The Un employment of the women folks in the Urban slums is one of the other
issues faced by the people

· Poor Sanitation and hygiene is a major health issue.

· The usage of the Alcohol and other substance abuse are also high in these areas.
