History - General background of the City, Evolution of city

Aluva (formerly Alwaye), is second biggest town of Greater Cochin City in the Ernakulam district of Kerala, India which is also considered as the Industrial and Commercial City of Kochi. Located on the River Periyar, Aluva is the industrial epicentre of the state.A major transportation hub, with easy access to all major forms of transportation, Aluva acts as a corridor which links the highland districts to the rest of the state. Cochin International Airport Limited - CIAL at Nedumbassery, is 11.7 km away from Aluva. Aluva is more famous for its accessibility through Rail (Aluva Railway Station), Air (CIAL Airport) and Metro (Kochi Metro Rail Limited).

Aluva, home to the summer residency of the Travancore royal family - the Alwaye Palace is also famous for the Sivarathri festival celebrated annually at the sandbanks of Periyar. The Advaita Ashrams in Aluva founded in 1913 by Sree Narayana Guru, one of India's greatest social reformers adds to the cultural significance of the town.[3] Today, whilst part of the Kochi urban agglomeration, Aluva is an autonomous municipality, its civic administration conducted by Aluva Municipal Council. The town also serves as the administrative centre of the Aluva taluk. Villages from Mukundapuram, Kanayannur, Kunathunad and North Paravur taluks were combined together to form Aluva Taluk in 1956.The headquarters of the District Police Chief of Ernakulam Rural Police District, Superintending engineer, PWD(Roads) and of the District Educational Officer, Aluva are also located here. It is the starting point of Kochi metro rail under construction.

History

Archaeologists have found evidence of settlements in Aluva as far back as 250 BC.[4] The place used to be a continuous area of land spread across Kakkanad and Alangad; historians have recorded that it was so up to AD 1341. The town, by then thickly populated, became a holiday resort and a centre of commerce.[5] Mangalappuzha, a branch of Periyar which bifurcates at Aluva was known to be the nerve centre of trade and commerce in this part of South India. Before Indian independence, Aluva was part of the Kingdom of Travancore and was the official summer residence of the royal family.

The etymology of the name of the town of Aluva has been the subject of speculation for centuries. One of the more accepted version relates to the story of Hindu god Shiva drinking the Kalakootam poison to save the world. It is said that Shiva with the poison –Alam - in his mouth -Vaa- was made into a deity which was then rested in a temple in Aluva. The Sivarathri festival for which the town is famous for is celebrated in the honour of Shiva. In the twentieth century, when there was a community of Jews in Cochin, some used to have holiday homes in Aluva on the banks of the River Periyar. it also has a name "gate way to east"

Overview of housing sector

Housing is one of the basic requirements for human survival. For a shelter less person,possession of a house brings about a profound change in his existence, endowing him with an identity, thus integrating him with his immediate social milieu. With a view to meeting the housing needs of the rural poor, there are many schemes undertaken by the Municipality to stimulate housing such as IHSDP scheme, EMS Bhavana Scheme, Janakeeyasuthranam, Valmiki Ambedkar Awas Yojana (VAMBAY) etc.  The schemes envisage to tackle the problems in a holistic and definitive way adopting a multi pronged approach of improving the living conditions and enabling construction of affordable housing.

In the Eleventh Plan the State has attempted to put in place a scheme for ensuring ‘Housing for All’ through a major Flagship programme being implemented by the Local Self Government Department and housing department as EMS Housing and M.N.Lakshamveedu Punarnirmana Padhathi respectively. The municipality accorded the highest priority to housing for the economically weaker sections. The continuing problem of housing among the poor indicates the need for effective intervention from the State / LSGI on the issue of sustainable housing.

Regarding Housing, there are certain pockets in the urban area where people are living in colonies either with small land holdings or in the land with possession. There are few colonies in the municipal limit. In these  areas there is need of extra space or even an extra house to accommodate the families living in congested conditions . The majority of peoples are backward classes and belong to below poverty line.

Surveys have been undertaken under various schemes of the municipality to find the landless and houseless population. For Eg. EMS survey, Survey under IHSDP etc

Survey details other than census (including EMS housing).Efforts have been made to address the issue through various programmes like IHSDP project, EMS housing, Janakeeyasootranam project etc ,but still there is demand for housing in the municipal area.

Slum Intervention Strategy as per PMAY

There is no slums in Aluva Municipality .In the case of the colonies in the municipality the land ownership of the dwellers is mixed. Hence it is not possible for in-situ development in these slum areas. Hence under PMAY either beneficiary led new house construction /enhancement or credit linked subsidy scheme is proposed for these areas.
