Kudumbashree is the poverty eradication and women empowerment programme implemented by the State Poverty Eradication Mission (SPEM) of the Government of Kerala. Kudumbashree was set up in 1998. Kudumbashree has a three-tier structure for its women community network, with Neighbourhood Groups (NHGs) at the grass root level, Area Development Societies (ADS) at the ward level, and Community Development Societies (CDS) at the local self government level. Destitute Free Kerala is a project launched by Kerala Government, aims at making Kerala a destitute free state by helping and assisting destitute. Asraya was the government project for destitute designed and being implimented  by Kudumbashree from 2003 on wards. This project’s main objective is to rehabilitate the destitute in every Local self government level with the full support of the local self-governance structure. In 2007 the Government had re evaluated Asraya project and outlined continuous service project. The government had sanctioned second phase of Asraya on 2013.

Muttathe Mulla was launched to put an end to the exploitation of private money lenders who used to exploit poor people with huge rate of interest leading them to the trap of debt forever. The private money lenders used to exploit the illiterate common women financially and they were mentally tortured severely as well. The concept of Muttathe Mulla was evolved as a solution to resolve this issue and thereby to put an end to this situation.
