Housing

 

In urban areas , especially in slum like areas, housing is a major problem and normally the poor finds it difficult to mobilize  finance for house construction. To facilitate housing to the urban slum dwellers, both Central and State Govt. have initiated several programmes. National Slum Development Programme ( NSDP ), is a centrally sponsored programme for slum development, initiated in 1997.Kudumbashree is the state nodal agency for this programme. Under NSDP , a significant portion of its fund is earmarked for housing & shelter up gradation. Per house unit cost under NSDP housing is Rs. 26500 ( Rs. 5000 as NSDP subsidy, Rs.4000 from ULB plan fund, Rs. 2500 as beneficiary contribution and Rs. 15,000 as loan from KUDFC - Kerala Urban Development Financial Corporation). 26000 houses constructed under this programme.

 

Ø     Valmiki Ambeker Avas Yojana ( VAMBAY) is another centrally sponsored programme for housing exclusively to the urban slum dwellers. Per house cost under VAMBAY is Rs. 40,000, of which 50 per cent is GOI share and remaining 50% is equally met by the State and ULBs.For VAMBAY also Kudumbashree is the State level nodal agency. – 12791 houses were completed in 51 ULBs across the state.

 

Integrated Housing and Slum Development Project (IHSDP)

 

 

           Integrated Housing and Slum Development Programme (IHSDP) aims at combining the existing schemes of VAMBAY and NSDP under the new IHSDP scheme for having an integrated approach in ameliorating the 4 conditions of the urban slum dwellers that do not possess adequate shelter and reside in dilapidated conditions. It is launched during the year 2005-06, as one among the components of JNNURM. In Kerala, IHSDP is being implemented in 54 municipalities excluding Thiruvananthapuram, Kochi, Thripunithura, and Kalamassery.

 

 

 Objectives

 

The basic objective of the scheme is to strive for holistic slum development with a healthy and enabling urban environment by providing adequate shelter and basic infrastructure facilities to the slum dwellers of the identified urban areas.

 

 

 

Components

 

1    Upgradation / Construction of Houses and infrastructural facilities        

 

     The components for assistance under the scheme will include all slum improvement / up gradation / relocation projects including upgradation / new construction of houses and infrastructural facilities like water supply and sewerage. Cost of land for such projects will not be provided under the programme and has to be borne by the State Government.

 

2                    Title of the land

 

      Title of the land should preferably be in the name of the wife and alternatively jointly in the names of husband and wife. In exceptional cases, title in the name of male beneficiary may be permitted.

 

3                     Ceiling Cost for Dwelling Unit

 

      Ceiling Cost for Dwelling Unit Will be @ Rs. 80,000 per unit for cities other than those covered under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). This ceiling cost will, however, be reviewed after one year. For special category / hilly states and difficult / far flung areas, 12.5% additionally will be permissible over and above the prescribed ceiling cost per dwelling unit.

 

 

4          Minimum Floor Area of Dwelling Unit

 

Not less than 25 SQ. Mtrs. area and preferably two room accommodation plus kitchen and toilet should be constructed.

 

5          Infrastructure Development

 

State Governments should ensure a separate provision for upkeep and maintenance of the public assets created under the scheme.

 

6          Beneficiary Contribution.

 

Housing should not be provided free to the beneficiaries by the State Government. A minimum of 12 % beneficiary contribution should be stipulated, which in the case of SC /ST/BC/PH and other weaker sections shall be 10 %.

 

 

7          Admissible components

 

The components of IHSDP are as follows.

1.      Provision of shelter including up gradation & construction of new houses.

2.      Provision of community toilets.

3.      Provision of physical amenities like water supply, storm water drains, community bath, widening and paving of existing lanes, sewers, community latrines, street lights, etc.

4.      Community infrastructure like provision of community centers to be used for pre-school education, non-formal education, adult education, recreation activities etc.

5.      Community primary health  care centre buildings can be provided

6.      Social amenities like pre-school education, non-formal education, maternity, child health, etc.

7.      Provision of model Demonstration Project

8.      Sites and services at affordable costs for EWS & LIG categories.

9.      Slum improvement and rehabilitation projects.

 

The fund sharing pattern approved by GoI is in the ratio of 80:20 between GoI and State Govt. The state share is further divided between State Govt. and Municipalities. It is also stipulated that there should be beneficiary contribution of 10-12 % for individual housing.

 

        The Central Sanctioning Committee constituted for clearing projects has already accorded sanction for the 22 municipalities of Kerala. State Poverty Eradication Mission (Kudumbashree) is the nodal agency to implement the IHSDP in Kerala.

 

The duties of nodal agency are

 

1.      Appraisal of projects submitted by the ULBs.

2.      Obtaining sanction of state level steering committee for seeking assistance for GoI

3.      Management of grants received from the GoI and GoK

4.      Release of fund to ULBs either as grant or soft loan or grant cum loan.

5.      Management of Revolving fund

6.      Monitoring of physical and financial progress of sanctioned projects.

7.      Monitor implementation of reforms as commuted in the memorandum of association.

 

 

          The Central Sanctioning Committee constituted for clearing projects has already accorded sanction for the 22 municipalities of Kerala. The SLCC, which is constituted for the approval of projects and monitoring the implementation, has given clearance to 28 projects and forwarded to HUDCO for onward transmission to GoI. 4 ULBs yet to submit DPRs.
