B. National Slum Development Programme (NSDP)

This is envisaged as a Special Central Assistance to the State Governments, which will be devolved to all urban local bodies. The ULBs shall supplement this fund with the plan grant-in-aid earmarked for slum development the poorest locality Components of the Scheme The following kinds of infrastructure can be taken up by the local bodies in the urban slums. These activities can also be taken up in areas where the majority of beneficiaries belong to the identified poor:

  1. Water supply
  2. Storm Water drains
  3. Sewers
  4. Community bath room and toilet facilities
  5. Individual low-cost latrines not exceeding Rs 2000 per unit
  6. Street lights
  7. Widening and paving of existing lanes
  8. Community infrastructure like small roads, foot, paths, foot bridges, non-formal education centres, recreation centres, libraries, community hall, buildings for community health sub-centres, community markets for the poor; infrastructure required for traditional occupations like fishing, washing cloths.

One third of the assistance is to be used for construction of new house or shelter upgraditiona (ie.- for wiring or electrification of the houses). For construction of new houses a subsidy not exceeding Rs 5000 from the Slum Development Programme can be provided to be supplemented by a contribution of Rs 2500 from the beneficiary and a loan form HUDCO or any other financial institution not exceeding Rs 25,000. Up to 10% of the funds set apart for housing from the NSDP can be spent on Skill Development within the community in construction activities. For improvement of roofing and strengthening of the house structure a scheme may be formulated in which a subsidy not exceeding Rs 3000 is supplemented by institutional finance or CDS thrift. The planning process will be the same as for SJSRY and there will be only a single process. The scheme should be implemented through the Neighbourhood Group of the CDS system as is the case with SJSRY. No work shall be constricted out. All works shall be implemented by NGHs or ADSs which are deemed to be beneficiary Committees. Services of NGOs approved by Government can also be utilised. For strengthening the CDS system to meet its essential administrative cost including honorarium to various functionaries if the CDS raises Re. 1 a matching share of Rs 5 can be allotted from the NSDP fund to constitute Community Development Fund which will be managed at CDS level and audited regularly by the ULBs. This fund shall be apportioned according to accepted criteria among the various ADSs.

Monitoring

  1. Director of Poverty Eradication Mission will be in charge of monitoring. Director of Municipal Administration will also monitor the physical and financial progress.

  2. All Urban Local Bodies will submit quarterly progress reports in the MIS format to be prescribed.

  3. At the Municipal level, the UPA Management Committee is under the Chairmanship of the Municipal Chairman / Mayor.

  4. Separate community based monitoring will be done by CDS.

  5. Funds will be released based on actual progress.
