Action Research Project for Local Economic Development under DSP

The Procurement Service Provider (PSP) for the Decentralization Support Programme (DSP), Government of Kerala has entrusted Kudumbashree, with an assignment on action plan for Local Economic Development. The assignment is “Study on Micro Enterprises for the poor in Local Self Governments to develop guidelines and project profiles for Micro Enterprises”. As a part of the study, we have taken the services of young professionals with MSW/MBA qualification as Rural Micro Enterprise Consultants (RMECs), one in head office and the one RMEC in each of the districts. 

 

As a part of the assignment, 4 Panchayats have been selected in each District and the RMECs will be responsible for undertaking the following tasks.

·        To study the performance of the existing Micro Enterprises in the selected Grama Panchayats.

·        To analyse the enterprises in terms of their strength and weakness, and to draw action plans for improving the less performing enterprises.

·        To document the best practices in the enterprises in the grama Panchayat.

·        To identify potential youth as Micro Enterprise Consultants (MECs) from the community, train and position them in the identified Grama Panchayats.

·        To identify new innovative Micro Enterprises opportunities for the poor.

·        To identify areas of Training, Prepare training modules and identify various training institutions and agencies for the training programmes.

·        To generate project profiles for various Micro Enterprises.

·        To promote at least 500 entrepreneurs per Grama Panchayat to set up, successful MEs whether as group or as individual units.  Out of these 500 entrepreneurs, there should be at least 10 different varieties of MEs.

·        To facilitate the entrepreneurs to avail loan from financial institutions and to avail subsidy from Kudumbashree schemes.

·        To Document the process of identifying Entrepreneurs, identifying enterprise opportunities, training, monitoring systems for the enterprise development in the Panchayats. It should serve as manual and guide for the enterprise development in the Panchayat. The Gram Panchayat selected are the following  

  The selected Rural Micro Enterprise Consultants will be on contract for 6 months from the date of agreement and will be renewed further for a period of six months subject to performance.
